My mom goes to college

The state of Idaho put forth a bill because they like Napoleon Dynamite. Get this:

...we commend Jared and Jerusha Hess and the City of Preston for showcasing the positive aspects of Idaho's youth, rural culture, education system, athletics, economic prosperity and diversity.

After watching the movie (at least 3 times), I was still not aware that there were positive aspects to Idaho.
